Activa Industria 4.0: free consultancy to digitise your SME

The Activa Industria 4.0 programme gives Spanish industrial SMEs 50 hours of specialist digital transformation consultancy, funded at 100%, worth 7,400 euros per company. Promoted by the Ministerio de Industria y Turismo through the EOI and financed with money from the Plan de Recuperación, Transformación y Resiliencia (the Spanish recovery, transformation and resilience plan), the programme has already served thousands of companies across Spain. What is the Activa Industria 4.0 programme?

Activa Industria 4.0 is an initiative of the Ministerio de Industria y Turismo, managed by the SGIPYME and the EOI (Escuela de Organización Industrial), within the Industria Conectada 4.0 framework. Its aim: to speed up the digital transformation of Spanish industry through expert, tailored advice.

The programme forms part of Component 13 of the Plan de Recuperación, with total funding of 101 million euros and the goal of supporting 11,000 industrial SMEs across Spain (Plan de Recuperación, 2023).

Each participating company receives:

All of it worth 7,400 euros per company, financed in full with European funds. The company pays nothing.

Who can apply for Activa Industria 4.0?

The programme is aimed exclusively at industrial SMEs that meet these requirements (Orden ICT/819/2022, BOE, 25 August 2022):

Grants are awarded on a non-competitive basis: applications are dealt with in the order they arrive, without competing against other companies. If you meet the requirements and places are available, admission is automatic.

How it works: the 4 phases of the programme

Phase 1: Digital maturity assessment

The process starts with a full analysis of the company's digital position using the HADA tool (Herramienta de Autodiagnóstico Digital Avanzado) from the Ministerio de Industria. This assessment measures technological maturity in areas such as production, logistics, marketing, financial management and human resources.

Phase 2: Identifying opportunities

From the assessment, the consulting team identifies the most relevant digitalisation opportunities for each company: from rolling out an ERP to automating production lines, by way of digital marketing strategies or the integration of artificial intelligence.

Phase 3: A tailored transformation plan

A digital transformation plan is drawn up with actions prioritised, quantified and scheduled. The plan includes identifying the grants and public funding available to finance each action.

Phase 4: Support and execution

The consultant stays with the company throughout the process, easing the implementation of the first actions and connecting it with the right funding lines.

Real cases: Mobenia and Bassachs

Mobenia — from traditional furniture to a digital experience

Mobenia, a design furniture company in La Senia (Tarragona), needed to adapt to new digital buying habits. Through Activa Industria 4.0 (September 2024 – January 2025), we designed a transformation plan built on three lines of work:

How much does the Activa Industria 4.0 programme cost the company?

Nothing: the programme is funded at 100% with money from the Plan de Recuperación, Transformación y Resiliencia, so the company pays nothing at all. Each participating SME receives a minimum of 50 hours of specialist consultancy, worth 7,400 euros, at no cost whatsoever. The only requirement is to meet the access conditions and apply for a place before the available funding runs out.
