The Youth Guarantee is a European scheme (brought into Spanish law by Law 18/2014) designed to ensure that every young person aged 16 to 29 who is not in work or in education receives an offer of employment, training or a placement within 4 months. For companies, hiring young people on the Youth Guarantee register opens access to reductions in Spanish Social Security contributions, direct regional grants and training programmes co-funded by the European Social Fund Plus (ESF+). The Youth Guarantee Plus Plan 2021-2027 has a budget of €4,950 million.
The reductions available in 2026 for contracts with Youth Guarantee candidates are: (1) the dual training contract, with reductions of €91/month on the employer contribution + €28/month on the employee contribution + up to €80/month for mentoring; (2) conversion of the training contract into a permanent one, with a reduction of €128/month (men) or €147/month (women) for 36 months; (3) the RDL 1/2023 reductions if the young person also belongs to a qualifying group (long-term unemployed, social exclusion). The specific reduction of €275/month for people under 30 with low qualifications expired on 31 August 2024.
No. The specific reduction of €275/month for permanent contracts with people under 30 who have low qualifications and are registered on the Youth Guarantee (additional provision 1 of RDL 1/2023) had a hiring window running from 1 September 2023 to 31 August 2024. Contracts signed within that window keep the reduction for 3 years, but no new contracts can be signed under it. No extension has been published in the official state gazette. The active alternatives are the dual training contract and the regional grants.
The main regions offer direct grants on top of the state reductions. Madrid offers up to €9,500 for a permanent contract with a Youth Guarantee candidate. The Valencia region runs programmes worth roughly €12,500 for a permanent hire of a registered young person. The Canary Islands run the Incentívate programme with a budget of €16.8 million for 2025-2026. Catalonia offers incentives for dual training linked to the Youth Guarantee. These grants are generally compatible with the state Social Security reductions.
The young person has to register on the national Youth Guarantee database through the SEPE website (garantiajuvenil.sepe.es). The requirements are: being aged 16 to 29 (inclusive), holding EU nationality or a valid work permit, being registered as resident in a Spanish municipality, and not being in work or in formal education at the time of registration. Registration is free and stays active for as long as the requirements are met. The company can verify a candidate's registration before signing the contract.
Partly. The RDL 1/2023 reductions cannot be combined with each other (only one per contract), but Youth Guarantee registration can be a condition for regional grants, which are compatible with the state reductions. The reductions on the dual training contract can also be stacked with one another (employer + employee + mentoring). If the young person is hired into an R&D&I role, the company can also claim the Social Security contribution reductions for research staff (40%) — provided it holds the Sello PYME Innovadora (innovative SME seal).
