A 40% Social Security Reduction for Research Staff
Companies operating in Spain with staff devoted to R&D&I activities can claim a 40% reduction on their employer contributions to Spanish Social Security. Tecnocim identifies the eligible staff, documents how much of their time they devote to research and handles the filings with the TGSS from the first month.

How we manage the reduction for your research staff
Identifying the staff
We review your workforce to identify the employees who carry out R&D&I activities: technical profiles, assigned projects, contribution groups and the share of their time spent on research.
Documenting the time commitment
We put in place a system to record R&D&I hours and activities for each researcher. This documentation is essential to justify the reduction before the TGSS and the labour inspectorate.
Filing with the TGSS
We handle the notification to the Tesorería General de la Seguridad Social (the Spanish Social Security treasury): identifying the eligible staff on the TC1/TC2 contribution returns and applying the 40% reduction.
Monitoring and updates
We track new starters, leavers and changes in research time every month. We update the contribution returns and report the accumulated saving to you each quarter.
Full commitment vs partial commitment
The 40% reduction applies to the employee's contribution base, but the amount depends on whether their commitment to R&D&I is full or partial.
40%
On the whole contribution
Full commitment
100% of working time on R&D&I
- The employee spends 100% of their working time on R&D&I
- A 40% reduction on the entire contribution base
- The largest saving per employee (roughly €4,000–8,000 a year)
- Requires evidence of full commitment
- Ideal for researchers, R&D project leads and laboratory technicians
40%
In proportion to R&D&I hours
Partial commitment
Part of the time on R&D&I
- The employee combines R&D&I with other duties
- A 40% reduction on the proportional R&D&I share
- Requires a record of the hours spent on each activity
- Common in roles such as technical director or quality manager
- Time records are essential

Frequently asked questions about the research staff reduction
It is a 40% reduction in employer contributions to Spanish Social Security for employees devoted, fully or partly, to R&D&I activities. It is governed by additional provision 17 of RDL 2/2023 (previously art. 2 of RDL 475/2014). It applies to staff in contribution groups 1 to 4 of the General Scheme: engineers, graduates, technical engineers and qualified assistants. The reduction is deducted directly on the TC1/TC2 contribution returns.
Contribution groups 1 to 4 of the General Scheme of Spanish Social Security: group 1 (engineers and graduates), group 2 (technical engineers, surveyors and qualified assistants), group 3 (administrative and workshop supervisors) and group 4 (unqualified assistants). In practice this covers most of the technical and professional roles involved in R&D&I activities: researchers, development engineers, technical directors, heads of innovation and so on.
It is documented through time records that log the hours each employee spends on R&D&I activities. For full commitment, it is enough to show that 100% of their working time goes to research projects. For partial commitment, detailed time records are needed to separate R&D&I hours from other duties. Tecnocim puts in place a simple, auditable recording system that meets the requirements of the TGSS and the labour inspectorate.
Yes, the two are fully compatible. The 40% reduction lowers Social Security contributions (a labour cost), while the deductions under art. 35 LIS lower the Impuesto sobre Sociedades (Spanish corporate income tax), a tax cost. They apply to different items and can be claimed together. In fact, the same research staff who generate the Social Security reduction usually form the calculation base for the R&D&I tax deductions. Tecnocim manages both incentives together to maximise the total saving.
The saving depends on the number of researchers and their contribution base. As a guide, a researcher on a gross salary of €40,000 a year generates a saving of roughly €5,000 to €6,000 a year in employer contributions. A company with 5 researchers on full commitment can save between €25,000 and €30,000 a year. Tecnocim identifies every eligible employee, including profiles the company had not thought of as research staff.
The reduction can be applied from the first month in which the employee carries out R&D&I activities, provided the company reports it to the TGSS on the contribution returns. There is no need to wait for the end of the tax year or to obtain prior authorisation: it is applied directly in the monthly contribution settlement. Tecnocim can also claim the reduction retroactively if we find eligible staff who were not being claimed for.
